Instructions:
1. Prepare the dough:
- In a mixing bowl, combine the flour and salt.
- Gradually add the cold water while kneading until you have a smooth dough.
- Divide the dough into small, equal-sized balls, and roll them into circles about 4-5 inches in diameter.
2. Prepare the filling:
- In a separate pan, cook the ground meat or fish until it's browned.
