**Ingredients:**
- 1 cup fine bulgur wheat
- 1 cup ground meat (beef or lamb)
- 1/2 cup rice, soaked
- 1 onion, finely chopped
- 1 teaspoon ground cumin
- 1 teaspoon ground coriander
- Salt and pepper to taste
- Olive oil for frying

**Instructions:**
1. **Prepare the Filling:**
