2. **Water:** 2 cups

1. **Ground Beef or Chicken:** Cooked and seasoned with onions, garlic, cumin, paprika, and salt.

2. **Potatoes:** Boiled, mashed, and seasoned.

3. **Hard-Boiled Eggs:** Sliced.

4. **Green Onions:** Chopped.

5. **Cilantro:** Chopped.

1. **Prepare the Dough:**
